Shoal

The Town of Shoal is located on the Great River, exactly halfway between Old Albany and New Avalon. It was founded about 50 years ago. The population of about 500 souls is a curious mix of Avaloners, aboriginals, and nonhumans. It thrives on the river trade and fishing.

The town also boasts a Town Hall, a school, a temple, inns, restaurants, and a surprising array of small shops. The town is, in fact, nearly self-sufficient.

Shoal is governed by a Judge Arbiter, who also serves as military leader. This was formerly one Lord Kimbeaut, but the position is currently held by Eternal Party member Tim Zoltan. The most imposing structure in Shoal is the Judge Arbiter's Monastery.

Judge Tim has established his rule over Shoal. He is stern, like Kimbeaut, but more fair. He has become known for tolerance and moderation. He encourages hard work and cleverness.

Lawbreakers are still sometimes punished by spending time in "The Chair," which is located at the center of town. Since Lord Tim arrived, though, they are more often assigned to work details.

Bottom Town is located across the Great River from Shoal. It is a small walled area that does not come under the jurisdiction of the town. This is where the more ruffier ruffians and criminals hang out. Gambling, whores and knife fights.
